Zone Z depending on settings is an override over ALL conditions and pays actual travel time entered as well as turning off daily fares.
If zone Z SPECIAL with value -1 selected then pays actual travel regardless of shift type.
If zone Z SPECIAL with value -2 selected then bills actual travel regardless of shift type.
If zone Z SPECIAL with value -3 selected then pays and bills actual travel regardless of shift type.
If zone Z selected then pays actual travel regardless of shift type (excluding PIV).
If zone Z EXCEPTION with vale -99 selected then daily fares is active and ignore zone for travel changes ( use in zone tab matrix only )
