Zone Z depending on settings is an override over ALL conditions and pays actual travel time entered as well as turning off daily fares.
If zone Z SPECIAL with value -1 selected then pay actual travel regardless of shift type.
If zone Z SPECIAL with value -2 selected then bill actual travel regardless of shift type.
If zone Z SPECIAL with value -3 selected then pay and bill actual travel regardless of shift type.
If zone Z selected then pay actual travel regardless of shift type (excluding PIV).
